One Territory, Four Separate Regions
The Union Territory of Puducherry is made up of four regions that do not touch each other: Puducherry and Karaikal on the Tamil Nadu coast, Mahe on the Kerala coast, and Yanam in Andhra Pradesh. Our reading is that all four fall under the Puducherry Act and Rules, so an agent working in Mahe should not assume K-RERA applies there, or Andhra Pradesh's authority in Yanam. If you also work across the border in Kerala or Andhra Pradesh, you need that state's registration as well. Separately, some online fee tables show ₹25,000 and ₹2,50,000 for Puducherry. Those figures are not labelled for the territory and do not match the Gazette, which sets ₹10,000 and ₹50,000.
Who Needs PRERA Registration
Anyone facilitating a real estate sale, purchase, or lease transaction anywhere in Puducherry in exchange for commission must register as an agent with PRERA. The requirement applies across the whole territory covered by the authority.
✓Puducherry town: the main market and the seat of the authority
✓Karaikal, Mahe and Yanam: the Union Territory's other three regions
✓Anyone facilitating a sale, purchase or lease for commission
✓Channel partners for developers working in the Union Territory
✓Existing agents whose registration is due for renewal

Step-by-Step Registration Process
1
Gather your documents
PAN, Aadhaar, address proof of your place of business, a photograph and your enterprise particulars. Entities add registration papers and the partners' or directors' details.
2
Read Rules 8 to 10
The Gazette sets the form, fee, validity and renewal. It is short and worth reading once before you file.
3
Check how filing works today
The Rules say paper filing in Form G applies until the process is web-based. Ask the authority, or check the Puducherry government site, whether an online portal is now open.
4
Choose individual or entity
This decides your fee (₹10,000 or ₹50,000) and your document set.
5
Submit Form G with documents and fee
Pay by demand draft, banker's cheque or online payment, as the Rules allow. Keep proof of submission.
6
Wait for the decision
The authority must grant or reject within 30 days. A rejection comes in Form I, and defects can be corrected.
7
Collect your certificate
The registration certificate is issued in Form H. Your registration number must appear on your transaction documents.
8
Plan the renewal
Apply in Form J at least three months before expiry, with the renewal fee of ₹5,000 (individual) or ₹25,000 (entity).
Common Mistakes Puducherry Agents Make
⚠️ Paying the ₹25,000 / ₹2,50,000 figures seen on filing-service sites
The Puducherry Gazette sets ₹10,000 and ₹50,000. Unlabelled fee tables online may belong to another state.
⚠️ Assuming Mahe or Yanam follow the neighbouring state
They are part of the Union Territory. Check which authority covers each place you work in.
⚠️ Waiting for a portal that may not be open
Rule 8(1) allows paper Form G until online filing starts. Confirm the current process rather than waiting.
⚠️ Missing the three-month renewal window
Rule 10 requires the renewal application at least three months before expiry. A lapsed registration carries the same penalty risk as none.
